Sam-VR a pour but le développement de l'œuvre samaritaine, la promotion des premiers secours et l'accomplissement de tâches humanitaires dans l'esprit de la Croix-Rouge. Sam-VR soutient, encourage et coordonne les activités des sections de samaritains, y compris la jeunesse samaritaine, ainsi que leurs cadres, et représente leurs intérêts au sein de Samaritains Suisse. Elle assume, à titre subsidiaire et dans la mesure du possible, les tâches que les sections ne sont pas en mesure d'assumer. Sam-VR promeut la collaboration avec d'autres organisations et les autorités cantonales. Sam-VR limite son activité à son rayon d'action géographique, sauf en cas d'accords spéciaux ou de situations d'urgence.
