Die Stiftung kann Grundeigentum erwerben, belasten, veräussern und verwalten. Die Tätigkeit der Stiftung beschränkt sich auf das Gebiet des Kantons Bern. Die Stiftung ist politisch und konfessionell neutral. Die Stiftung kann im Rahmen ihres Zwecks neben ihrem freien Vermögen auch das Stiftungskapital verwenden.
