## Purpose

Die Stiftung bezweckt die Förderung von Bestrebungen, die im öffentlichen Interesse liegen und dem Kanton Appenzell Ausserrhoden, einzelnen seiner Gebiete oder grösseren oder kleineren Kreisen seiner Bevölkerung dienen. Es dürfen auch Einzelpersonen berücksichtigt werden, die unverschuldet in Not geraten sind oder Ausbildungsbeihilfen benötigen. Ausgeschlossen sind Beihilfen zur Lösung von Aufgaben, die von Gesetzes wegen dem Kanton oder den Gemeinden obliegen. Handelt es sich hingegen um Aufgaben, zu deren Erfüllung die öffentliche Hand nicht verpflichtet, wohl aber befugt ist, sind Beihilfen zulässig.
